SB 0062 Candidate Qualification by Sen. Arrington
Candidate Qualification; Specifying that a person seeking to qualify for office as a candidate must be a registered member of a political party, or registered without any party affiliation, for 365 consecutive days preceding the beginning of qualifying for an election; authorizing qualified candidates or certain political parties to challenge compliance with specified provisions by filing suit in a specified circuit court; prohibiting a person from being qualified as a candidate for nomination or election and appearing on the ballot under specified circumstances, etc.
HB 0073/SB 0132 Restoration of Rights Voting Database by Rep. Robinson, F. & Sen. Polsky
Restoration of Rights Voting Database: Requires Florida Commission on Offender Review to develop & maintain database containing certain information for certain purpose; requires certain governmental entities to provide certain information to commission; requires DMS, acting through Florida Digital Service, to provide certain technical assistance to commission; requires commission to make available to public database on Internet website by date certain; requires commission to update database monthly & publish certain information on website; requires commission to provide to Governor & Legislature comprehensive plan by date certain; provides requirements for comprehensive plan; provides that person who takes certain actions in reasonable reliance on database may not be charged with certain violations of criminal law.
HB 1419/SB 1598 Elections by Rep. Young & Sen. Bracy Davis
Elections: Requires that Secretary of State be elected, rather than appointed, & serve specified term; requires Florida Commission on Offender Review to develop & maintain database for specified purpose; provides that driver license or ID card applications, driver license or ID card renewal applications, & applications for changes of address for existing driver licenses or ID cards submitted to DHSMV serve as voter registration applications; requires DHSMV to transmit voter registration information electronically to DOS within specified timeframe; removes provision prohibiting persons providing voter registration services for driver license office from making changes to applicant's party affiliation without
applicant's consent & separate signature; revises certain penalties; provides circumstances used to determine whether elections in local government exhibit racially polarized voting; authorizes party that sent notification letter to submit claim for reimbursement from local government; authorizes specified entities to file certain enforcement actions; creates Florida Voting Rights Act Commission within DOS; requires DOS instead of Office of Election Crimes & Security to conduct certain preliminary investigation; establishes General Election Day as paid holiday.
SB 1134/HB 1001 Official Actions of Local Governments by Sen. Yarborough & Rep. Black
Official Actions of Local Governments; Prohibiting counties and municipalities, respectively, from funding or promoting or taking official action as it relates to diversity, equity, and inclusion; providing that certain ordinances, resolutions, rules, regulations, programs, and policies are void; providing that a county commissioner, a member of the governing body of a municipality, or any other county or municipal official acting in an official capacity who violates certain provisions commits misfeasance or malfeasance in office, etc.
HB 0049 Political Activities on School Grounds by Rep. Gossett-Seidman
Position: Support
Political Activities on School Grounds: Provides that certain activities are allowed on school grounds; authorizes candidates to be invited to speak as candidates on school grounds if certain conditions are met; prohibits certain political activities on school grounds; prohibits certain employees from using e- mail, offices, or time during working hours for political advocacy; provides criminal penalties for persons
who violate specified provisions; provides that each such violation is separate offense.
HB 1189 Diversity, Equity, and Inclusion and Affirmative Action by Rep. Sapp
Position: Oppose
Diversity, Equity, and Inclusion and Affirmative Action: Removes requirement that Governor consider certain appointees; removes provisions relating to minority participation for lottery retailers; provides for equal employment opportunity; prohibits hiring manager from engaging in certain employment practices; authorizes certain persons to file complaints with Attorney General; revises personnel rules of DMS.
HB 0985 Voter Registration and Identification by Rep. Jacques
Position: Oppose
Voter Registration and Identification: Requires supervisor of elections to verify applicant’s citizenship status & refer certain matters to Office of Election Crimes & Security; provides certain action is considered written request from voter to have his or her name removed from statewide voter registration system; revises identifications accepted at polling places; requires that certain electors show Florida ID card upon entering polling place; provides that certain noncitizens may vote provisional ballot; requires supervisor of elections to verify certain information upon receiving request for vote-by-mail ballot; requires certain licenses & ID cards to denote certain persons as noncitizens.
HB 0991/SB 1334 Elections by Rep. Persons-Mulicka & Sen. Grall

SB 1416/HB 1191 Elections During Emergencies by Sen. Polsky & Rep. Cross
Position: Support
Elections During Emergencies; Requiring that elections, in the event of an emergency, be conducted in accordance with specified provisions and carried out in a certain manner; authorizing supervisors of elections to request approval from the Secretary of State to take specified actions under specified conditions; requiring that notice of a rescheduled election be posted on any social media account controlled by the supervisor or the supervisor’s office, on the affected county’s social media accounts, and a certain newspaper; requiring the Division of Elections to adopt by rule a statewide election emergency contingency plan, etc.
