Florida House of Representatives Pass Bill Requiring Proof of Citizenship to Vote

The Florida House’s passage of HB 991 represents yet another dangerous escalation in efforts to restrict access to the ballot in our state. This bill creates new documentary proof of citizenship requirements, not because there is evidence of widespread non-citizen voting, but because Tallahassee politicians would rather chase a manufactured crisis than address the real and pressing issues facing Floridians every day. Non-citizen voting is already illegal under both state and federal law.
This legislation will disproportionately harm Black communities, working families, seniors, and rural residents, many of whom do not have immediate access to documents like passports or certified birth certificates. For generations, systemic racism prevented many Black families from obtaining accurate birth records and other formal documentation. Today, the cost of securing replacement documents, including fees for certified copies, transportation, and time off work creates yet another obstacle for eligible voters simply trying to exercise their constitutional rights.
When they rush a bill like this through in one day, it sends a clear message that restricting voting access is a priority, even if it means bending the rules to do it.
HB 991 is not about protecting elections; it is about narrowing participation. While the bill has passed the House, it is not final. We call on Floridians who want to protect our democracy to contact their Senators and urge them to reject this unnecessary and extreme measure. Lawmakers should be focused on expanding access, strengthening public trust through transparency, and safeguarding the fundamental right to vote, not restricting it.
Today's bill passage saw a final vote of 83 Yes and 31 No.
